As part of these efforts, SAIA has identified the need to establish a focused industry workforce to advocate for clearer insurance requirements and improved risk management within the transport sector, particularly relating to the transportation of dangerous goods.

Key focus areas include advocating for the definition of “adequate insurance” for transport operators of and the establishment of minimum insurance thresholds for transportation of dangerous goods pertaining to:

• Environmental and pollution liability cover,
• Spill response and cleanup costs,
• Third-party liability exposure, and
• Damage to public infrastructure and property.

The initiative aims to strengthen insurance compliance, improve industry preparedness, and support more effective management of transport-related risks and incidents.

SAIA has further identified the need for increased insurance education and awareness across the freight and logistics sector. Planned initiatives include broker education programmes and engagement with transport operators to improve understanding of:

• Adequate fleet insurance requirements,
• Risk mitigation and compliance,
• Insurance claims processes and reporting procedures, and
• Liabilities associated with transporting dangerous goods.

In support of broader road safety objectives, SAIA also envisages incorporating insurance awareness and claims-related guidance into RIMS first responder training and into law enforcement engagements relating to the transportation of dangerous goods.

Through these collaborative efforts, SAIA aims to contribute to improved road safety, stronger risk management practices, and a more resilient and informed transport industry.
