In 2005, the Department of Trade and Industry (DTI) was approached by associations representing motor body repairers on the issue of a lack of access to procurement opportunities within the short-term insurance industry by small black businesses. This initiative is solely facilitated by the DTI as it was seen as an independent party that could legitimise the process. While progress has been slow and arduous, the positive outcome has been the implementation of a set of Interim Measures, which is an undertaking by participating insurance companies to allow repairs to be done by the small black panel beaters that are not necessarily on the respective companies’ panels provided that:

The insured client is happy that the vehicle may be repaired by the panel-beater
The vehicle is out of the manufacturer’s warranty

These measures are meant to be in place until a more permanent solution is found that is acceptable to all stakeholders. However, the measures were meant to be subject to review every six months.
